I recently started an Iksar Shammy alt, and wanted to complete the Shaman skull quest in Cabilis for him. However on the second quest, I ran into issues with the Rogue Shaman spawn in FoB. The spawn is broke, and after many attempts to get him to pop, he never did. There had been mention of the same problem posted here, but no actual resolution, and the threads were ancient. I reported the issue to SOE and they sent a GM to deliver the drop I needed, A Mandible. He stated something was def wrong and logs showed he had pretty much never spawned like he should have. He said it was reported for fixing. The Mandible is used in a combine that can fail, but mine did not thankfully.
So if any Shammy's desire to do this quest, I just wanted to save you time discovering the same thing yourself, as I wasted quite a few days trying.
